At the recent China Coke International Market Seminar, officials from the Ministry of Commerce and the National Development and Reform Commission emphasized that coke, as a high-energy and highly polluting resource product, will see a gradual decline in its total exports over time. While acknowledging the strong international demand for coke, China plans to implement a phased reduction strategy to ensure market stability and balance between domestic needs and global supply.
China has become the world's leading producer, consumer, and exporter of coke. Currently, the country produces more than half of the world’s coke, and its exports account for nearly 60% of global trade. In the early 1990s, China’s coke exports were less than 1 million tons, representing under 5% of the global market. However, with growing domestic resource consumption and environmental concerns, China can no longer sustain such rapid production and export growth without compromising long-term sustainability.
Fu Ziying, Assistant Minister of the Ministry of Commerce, stated that China will follow World Trade Organization rules and domestic regulations to tighten control over the export of energy-intensive and environmentally harmful products. He highlighted that future regulatory measures will be transparent, non-discriminatory, and open, aiming to maintain a stable coke supply both domestically and internationally.
Bi Jingquan, Director of the Department of Economic Affairs at the National Development and Reform Commission, pointed out that China’s coke production and exports come at a significant cost—both in terms of resource depletion and environmental damage, which even affects public health. When managing export quotas for resource-based products like coke, China will prioritize national interests while ensuring responsible and sustainable development.
This strategic shift reflects a broader effort to align economic growth with environmental protection and long-term national interests, ensuring that China’s role in the global coke market remains both responsible and sustainable.
