The National Development and Reform Commission (NDRC) issued the "Circular on Accelerating the Structural Adjustment of the Calcium Carbide Industry" on May 11, outlining stricter regulations to address overcapacity and environmental concerns in the sector. The policy mandates the complete shutdown of calcium carbide furnaces with a capacity below 5,000 kVA and an annual output of less than 10,000 tons, particularly those that fail to meet pollution discharge standards. Over the past three years, efforts have been made to align production capacity with market demand, but currently, the industry’s capacity is nearly double the actual consumption.
The notice emphasizes the use of economic tools such as pricing, taxation, and energy policies to enforce the national differential tariff system for the calcium carbide industry. It also calls for stricter control over pollution emissions and licensing. Further research is needed to develop specific measures for applying different electricity tariffs based on enterprise size, technology, and equipment. All local preferential electricity policies will be canceled, and furnaces below 5,000 kVA (producing 1 million tons per year or less) will be phased out. Electricity charges will be set at RMB 0.05 per kWh.
New calcium carbide projects are generally prohibited in eastern coastal areas and regions where energy resources are limited. Instead, large PVC manufacturers are encouraged to establish large-scale calcium carbide production bases in resource-rich central and western regions through mergers and restructuring.
According to statistics, by the end of 2005, domestic calcium carbide production capacity had reached 17 million tons, more than double the actual output of 8.94 million tons. This overcapacity has continued to grow, with new projects under construction and planned for completion expected to add between 1 and 1.5 million tons of capacity annually. By 2010, total production capacity could exceed 22 million tons, further widening the gap between supply and demand.
