The National Development and Reform Commission issued the "Circular on Accelerating the Structural Adjustment of the Calcium Carbide Industry" on May 11, outlining stricter measures to regulate the sector. The policy mandates the complete shutdown of calcium carbide furnaces with a capacity below 5,000 kVA and an annual output of less than 10,000 tons, especially those that fail to meet environmental standards. Over the past three years, efforts have been made to align production capacity with market demand. However, current capacity remains roughly double the actual consumption.
The notice emphasizes using economic tools such as pricing, taxation, and incentives to enforce the national differential tariff policy for the calcium carbide industry. It also calls for stricter pollution control and licensing management. Specific measures will be developed to apply different electricity tariffs based on enterprise size, technology, and equipment. Local preferential electricity policies will be abolished. Furnaces under 5,000 kVA (with an annual output of 1 million tons or less) will be phased out, with electricity priced at RMB 0.05 per kWh.
New calcium carbide projects are generally prohibited in eastern coastal areas and regions with limited energy and resources. Instead, large PVC companies are encouraged to establish large-scale calcium carbide facilities in central and western regions where resources are more abundant through mergers and restructuring.
According to statistics, by the end of 2005, China’s calcium carbide production capacity had reached 17 million tons, while actual output was only 8.94 million tons—meaning capacity was nearly twice the demand. Ongoing and planned projects are expected to add 1 to 1.5 million tons of capacity annually. By 2010, total production capacity could surpass 22 million tons, further widening the gap between supply and demand.
