WTO set up expert group to investigate special measures for tire protection in the United States

The World Trade Organization established an expert group on January 19 to investigate and decide whether the US tire-insurance program against China violated the trade rules.

This group of experts was established at the meeting held by the WTO Dispute Settlement Body on the same day. The Chinese delegation reiterated at the meeting that the so-called special safeguard measures of the United States lacked factual basis and violated its obligations in the WTO. China deeply regrets the decision of the U.S. government and believes that it deviates from the consensus reached by the leaders of the Group of Twenty to oppose trade protectionism.

The Chinese delegation once again urged the U.S. side to withdraw its restrictions on Chinese tires immediately and expressed its belief that the WTO panel will make a fair decision on the case.

In September last year, the U.S. government announced the implementation of a three-year punitive tariff on imported cars and light truck tires from China, that is, on the basis of the original tariff of 4%, plus 35%, 30% and 3 years respectively. 25% additional duties. The Chinese government subsequently initiated the WTO dispute settlement procedure in this case and conducted consultations with the United States in accordance with the procedures. In the absence of consultation, China initiated the second step of the dispute settlement process, which required the establishment of a group of experts. However, the United States blocked the establishment of the expert group in December last year in accordance with relevant procedures.

At the meeting held on the 19th, the Chinese government once again proposed the establishment of an expert group. The United States has no right to stop again. Therefore, the expert group was established automatically.

The WTO expert group is generally composed of three experts of different nationalities, and their appointment usually takes 45 days. After the members of the expert team are in place, it will take at least half a year to complete the trial of the case and publish the results of the verdict.
