On April 23, from the China Rubber Industry Association's Waste Rubber Comprehensive Utilization Subcommittee's Eighth Session of the Board of Directors to expand the conference, the China Rubber Industry Association has completed the “Entry of the Waste Tire and Rubber Comprehensive Utilization Industry†(Draft for Comment, Acronym "Opinions on Accession Conditions" has been officially reported to the Ministry of Industry and Information Technology recently. It is expected to be issued within this year.
"Entry conditions" emphasizes that in the future, the newly-built, rebuilt or expanded waste tire rubber processing and utilization projects will encourage the adoption of harmless recycling and environmentally friendly utilization methods. The annual comprehensive treatment capacity shall not be less than 20,000 tons, and energy conservation and environmental protection technologies must be used. The proportion of self-owned funds in production equipment and new project investment shall not be less than 50%. The waste tire rubber processing and utilization enterprise that has been established has an annual comprehensive treatment capacity of waste tire rubber of not less than 10,000 tons. During the process of waste tire rubber processing and utilization, 100% of the waste rubber shall be used, and the waste fibers and waste steel wires in the waste tire rubber shall be recycled and used 100%. If the enterprise does not have the conditions for use, it shall entrust other companies to carry out reprocessing and utilization. They must not be discarded, dumped, burned or landfilled.
The "Entry Conditions" proposes that new and rebuilt waste tire rubber processing and utilization enterprises must adopt advanced technology, processes and equipment. "Entry conditions" require that the main production, testing, laboratory equipment, public works, production support facilities, etc. of waste tire rubber processing and use enterprises must meet the requirements of relevant national and industry regulations.
The "Entry Conditions" also emphasizes that existing waste tire rubber processing and utilization enterprises that do not meet the access requirements should meet the entry qualification requirements for product quality, environmental protection, energy consumption, and safe production within 2 years of the implementation of the access conditions. Labor protection and other related requirements, otherwise local government authorities should revoke or order the closure of enterprises.
