Yunnan will implement a full "forbidden plastic" next year

Yunnan Province issued the "Implementation Opinions on Restricting and Prohibiting Production and Sale of Plastic Shopping Bags in Yunnan Province," which stipulates that from January 1st of next year, Yunnan's industrial and commercial departments will no longer register and annually check plastic shopping bag production enterprises. Within the province, production, sales, and use of all plastic shopping bags will be banned.
Yunnan is the first province in the country to carry out regional "forbidden plastics". In 2001, the Diqing Tibetan Autonomous Prefecture in Yunnan Province severely banned plastic shopping bags. It is the earliest area of the nation's “forbidden plastic”. The "Opinions" clearly stated that Yunnan Province will further increase the "forbidden plastic" efforts, and since January 1, 2009, a comprehensive "forbidden" has been implemented.
The "Opinions" also stipulates that, in order to continue to produce and sell plastic shopping bags, according to relevant laws and regulations, it shall be punished by suspending production, confiscation of illegally produced products, confiscation of illegal income, and fines.
In addition, as of June 1, 2008, the import and distribution of ultra-thin plastic shopping bags from trade activities in border areas has been banned. From January 1, 2009, it is forbidden to import and flow into plastic shopping bags from trade activities in the border areas.
