Yu Kangzhen pointed out that since the 18th National Congress of the Communist Party of China, the agricultural and animal husbandry departments at all levels have vigorously promoted the strategic adjustment of the agricultural structure and optimized the regional distribution of animal husbandry. The livestock production in coastal areas and water network areas has moved northward and westward, and the development of animal husbandry in the northeast region has been welcomed. There are major opportunities. Inner Mongolia, Liaoning, Jilin, Heilongjiang and other four provinces and regions are not only the large grain warehouses that guarantee national food security, but also the traditional production areas of animal husbandry. The industrial development has a foundation, the resource conditions have advantages, the environment bears space, and the development has an atmosphere. Take advantage of the trend and act actively, and strive to become the vanguard of the modern animal husbandry construction in the country.

Yu Kangzhen emphasized that to accelerate the development of animal husbandry in the main grain producing areas of Northeast China, we must grasp the key issues. First, we must do a top-level design, formulate a modern animal husbandry development plan in the Northeast, clarify the industrial layout and strategic priorities, master the development rhythm, prevent hidden risks, and actively and steadily advance. Second, we must focus on building the competitive advantage of livestock products in Northeast China, vigorously develop large-scale intensive farming, and make a fuss about green branding. Third, we must resolutely hold the red line of environmental protection, handle the problem of resource utilization of livestock and poultry breeding wastes, explore sustainable development models and mechanisms for combination of farming and breeding, and resolutely avoid the old path of pollution and re-treatment. Fourth, we must fill in the shortcomings of the development of animal husbandry in Northeast China, make a fuss about extending the industrial chain, greatly increase the added value of products, and realize the value-added of the ladder.

Yu Kangzhen requested that the Ministry of Agriculture and the four northeastern provinces and regions should strengthen organizational leadership, increase policy support, strengthen scientific and technological support, do a good job in disease prevention and control, provide support for the development of animal husbandry in the main grain producing areas of Northeast China, and strive to create a Northeast animal husbandry industry.
