On December 24, 2008, the State Council executive meeting reviewed and approved in principle the implementation plan of major science and technology projects for "high-end CNC Machine tools and basic equipment." The program will upgrade the machine tool industry from general manufacturing to a national strategic industry. As one of the 16 national major science and technology projects identified in the National Medium and Long-Term Scientific and Technological Development Plan Outline (2006-2020), the first batch of "high-grade CNC machine tools and basic equipment major special projects" was formally implemented in January 2009.

The launch of major special projects provided unprecedented policy and financial support for the independent innovation of machine tool companies, as well as an up-to-date review of the strengths of the industry and enterprises.
